INTISARI
Kemisikinan merupakan persoalan cukup kompleks yang dialami oleh
Negara berkembang, khususnya Indonesia. Upaya untuk menangani masalah
kemiskinan salah satunya adalah dengan cara pembangunan untuk
memberdayakan masyarakat. Tujuannya adalah agar terciptanya masyarakat yang
berdaya dan dapat tumbuh kembang, sehingga mereka bukan hanya sebagai obyek
melainkan sekaligus sebagai subyek untuk menanggulangi masalah kemiskinan
ini. Pembangunan dapat dilakukan secara dua arah yaitu top down dan bottom up..
Salah satunya dengan pemberdayaan masyarakat berbasis keluarga atau yang
sering dikenal dengan Pos Pemberdayaan Keluarga (Posdaya). Melalui posdaya
diharapkan masyarakat dapat meningkatkan fungsi keluarga, yaitu keagamaan,
budaya, cinta kasih, perlindungan, reproduksi dan kesehatan, pendidikan,
ekonomi, dan lingkungan serta pada akhirnya meningkatnya taraf hidup keluarga
serta menumbuhkan kembali rasa gotong royong antar sesama yang mulai luntur
oleh waktu. Posdaya ada dalam bentuk lain yaitu posdaya berbasis masjid,
posdaya berbasis masjid ini tidak beda jauh dengan posdaya yang seperti biasa,
perbedaan ini terjadi pada hanya fokus kepada masyarakat daerah wilayah masjid
saja.
Penelitian ini dilakukan pada Posdaya berbasis masjid At-Taqwa yang
terletak di Kecamatan Bekasi Selatan, pada daerah ini masih banyak masyarakat
yang hidup di garis kemiskinan, padahal banyak peluang usaha untuk
meningkatkan pendapatan. Penelitian ini merupakan penelitian deskriptif
kualitatif dengan teknik pengumpulan data menggunakan observasi, wawancara,
dan dokumentasi. Informan dalam penelitian ini sebanyak 16 orang informan.
Dalam penelitian ini peneliti juga mengambil satu posdaya berbasis masjid
Baiturrahman sebagai pembanding untuk posdaya berbasis masjid At-Taqwa,
karena posdaya berbasis masjid Baiturrahman sudah dapat dikatakan berhasil.
Hasil penelitian menunjukkan bahwa posdaya berbasis masjid At-Taqwa
adalah salah satu posdaya berbasis masjid yang memiliki tujuan untuk
memberdayakan masyarakat, tetapi posdaya berbasis masjid ini masih dilihat
kurang berhasil karena masih kurangnya perhatian yang lebih dari pengurus
posdaya berbasis masjid dalam melaksanakan program-program untuk
memberdayakan masyarakat daerah sekitar masjid dan pengurus posdaya kurang
inovatif dalam melaksanakan program. Partisipasi masyarakat pada daerah
posdaya berbasis masjid At-Taqwa sebenarnya sudah cukup baik dengan adanya
program-program yang diadakan oleh posdaya berbasis masjid, tetapi masyarakat
juga harus lebih aktif dan ikut mendorong pengurus untuk melaksanakan
program-program pemberdayaan. Pemerintah Kota Bekasi juga harus lebih
memberikan perhatian terhadap posdaya berbasis masjid yang baru berkembang.

ABSTRACT
Poverty is a complex problem faced by developing countries,
particularly in Indonesia. One of the efforts to solved the poverty problem is by
empower the communities to develop. The aim is to make an empowered
community and can have a progressing growth , so they are not just as objects but
also as subjects to tackle the poverty problem. Development is a form of social
change directed and planned by the various policies that aim to improve people's
lives. Development can be done in both directions which stop down and bottom
up, with the direction of bottom-up development can improve and empower the
human resource. One of them is family-based community empowerment or often
known as the Family Empowerment Post (Posdaya). Through Posdaya occurred
an expectation that people can improve the function of the family, namely
religion, culture, love, protection, reproduction and health, education, economy,
and environment and ultimately increasing the living standards of families and
regrow a sense of mutual cooperation between the members that began to fade
with time. Posdaya exist in another form that is mosque based Posdaya, mosquebased Posdaya is not much different from the usual Posdaya, this difference
occurs in focus on local community mosque area only.
This research is descriptive qualitative data collection techniques using
observation, interviews, and documentation. Informants in this study as many as
16 persons, namely the chairman of mosque-based Posdaya, 3 administrators of
mosque-based Posdaya, 3 of members mosque-based Posdaya, Head of Section
for Social Welfare District of South Bekasi, Head of Kapermas Government of
Bekasi, 3 citizen around the mosque, one public figure, chairman of Baiturahman
mosque-based Posdaya (as Posdaya comparison), 2 parents of TKIT At-Taqwa.
Further interviews were conducted to obtain clear and complete information in
accordance with the theme of research and the technique of determining the
informant use purposive sampling technique.
The results showed that At-Taqwa, mosque-based Posdaya is one based
mosque Posdaya which has the aim to empower the community but this mosque
based Posdaya is still seen as less successful because of the lack of attention from
administrators, as long as the lack of Posdaya administrator’s innovation
programs on implementing mosque based Posdayato empower communities the
area around the mosque. Participation of the local community-based Posdaya AtTaqwa mosque actually have gone well by the programs that organized by
mosque-based Posdaya, but people should also be more active and encourage
administrators to implement empowerment programs. The government of City of
Bekasi should also pay more attention towards the newly emerging of mosquebased Posdaya.
