MCA-Indonesia Sosialisasikan Hibah Pembiayaan Bersama Energi Terbarukan
Jakarta, 23 Januari 2015 – Dengan menanamkan investasi pada energi terbarukan, Indonesia bisa
meraih kedaulatan energi yang lebih besar. Artinya ketergantungan terhadap energi non terbarukan
seperti minyak bumi yang kini banyak diimpor Indonesia akan berkurang.
Millennium Challenge Account – Indonesia (MCA-Indonesia) selaku pengelola dana Hibah Compact
dari Millennium Challenge Corporation mendukung upaya pemerintah mempercepat pembangunan
fasilitas tenaga listrik melalui Proyek Kemakmuran Hijau. Salah satunya ialah melalui penyaluran
Hibah Pembiayaan Bersama Energi Terbarukan, yang bertujuan menggerakkan investasi sektor
swasta untuk bekerja sama dengan pemerintah membangun fasilitas energi terbarukan dan memenuhi
kebutuhan listrik Indonesia.
“Kebutuhan energi listrik di Indonesia sangat besar, sedangkan potensi energi terbarukan juga besar,”
ujar Lukita D. Tuwo, Interim Executive Director MCA-Indonesia, dalam sosialisasi Hibah
Pembiayaan Bersama Energi Terbarukan pada 3 Februari 2015. Potensi energi terbarukan Indonesia
terdiri dari potensi sumber daya air 75.670 MW (termasuk potensi mini/mikro hidro sebesar 500
MW); biomassa 49.810 MW; dan tenaga surya 4,80 kWh/m2/hari.
Melalui hibah tersebut, Proyek Kemakmuran Hijau berpotensi mendukung tercapainya target
kelistrikan Pemerintah Indonesia sebagaimana tertuang dalam Rencana Pembangunan Menengah
Nasional 2014-2019. Target-target tersebut adalah peningkatan rasio elektrifikasi masyarakat di
perdesaan dari 81,5% di 2014 menjadi 96,6% pada 2019, peningkatan konsumsi masyarakat akan
listrik dari 843 kWh tahun 2014 menjadi 1.200 kWh pada 2019, dan penambahan pembangunan
infrastuktur di luar pulau Jawa.
Hibah ini bertujuan mempercepat pengembangan fasilitas pembangkit listrik komersial bertenaga
energi terbarukan yang terhubungkan dengan jaringan PLN, khususnya di perdesaan. MCA-Indonesia
akan menyalurkan hibah pembiayaan bersama bagi proyek-proyek yang dikembangkan oleh sektor
swasta (IPP atau independent power producer) untuk memproduksi tenaga listrik yang dijual ke
jaringan PLN (on-grid).
Prioritas hibah adalah proyek dengan kapasitas terpasang antara 1 dan 10 MW. Proyek dengan
kapasitas di atas 10 MW akan dipertimbangkan, jika telah menegosiasikan Perjanjian Jual Beli
Listrik (PJBL) dan memenuhi kriteria kelayakan MCA-Indonesia. Total dana hibah yang akan
dialokasikan adalah 100 juta dolar AS untuk membiayai proyek di 13 provinsi yang menjadi lokasi
Proyek Kemakmuran HIjau. Seluruh hibah sudah harus disalurkan pada 1 April 2018.

Renewable Energy Investment for Energy Sovereignty
MCA-Indonesia Promotes the Renewable Energy Co-Financing Grant
Jakarta, 25 January 2015 - By investing on renewable energy, Indonesia can gain a higher degree of
energy sovereignty, as it will reduce dependency to highly-imported non-renewable energy such as
oil.
Through the Green Prosperity Project, Millennium Challenge Account – Indonesia (MCA-Indonesia)
as the manager of Compact Grant from Millennium Challenge Corporation is supporting the efforts
of the Government of Indonesia to accelerate the development of power generation facilities. One of
the forms of support is the Renewable Energy Co-Financing Grant, which aims to encourage the
private sector to cooperate with the government to develop renewable energy facilities while
fulfilling the nation's need for electric power.
"Indonesia's need for electrical energy is enormous, but we also high potential of renewable energy,"
says Lukita D. Tuwo, MCA-Indonesia Interim Executive Director, in the event to promote the
Renewable Energy Co-Financing Grant on 3 February 2015. Indonesia's renewable energy potential
consists of 75,670 MW from water (including 500 W of mini/micro hydro potential); 49,810 MW
from biomass, and 4.8 kWh/m2/day of solar energy.
Through the grant, the Green Prosperity Project has the potential to support the Government of
Indonesia to achieve its targets, as mentioned in the 2014-2019 National Midterm Development Plan.
These targets are the increase of village electrification rate from 81.5% in 2014 to 96.6% in 2019, the
increase of domestic electric consumption from 843 kWh in 2014 to 1,200 kWh in 2019, and the
addition of infrastructure development outside Java Island.
The grant aims to accelerate the development of renewable energy commercial power plant facilities
that are connected with PLN networks, particularly in the villages. MCA-Indonesia will distribute cofinancing grant for projects developed by the private sector (IPP or independent power producer) to
produce electric power which will be sold to PLN networks (on-grid).
Grants are prioritized for projects with installed capacity between 1 and 10 MW. Projects with
capacity over 10 MW will be considered if they already have PPAs (Power Purchase Agreement) and
meet MCA-Indonesia Project Eligibility criteria. MCA-Indonesia has allocated total Renewable
Energy Co-Financing Grant funds of approximately US$ 100 Million to fund projects in 13
provinces, which are Green Prosperity Project locations. All grants must be disbursed no later than 1
April 2018.
