Artisanal fisheries in the Savu Sea and Indonesia are still spared from fishing data records and surveillance, whereas the capture of sharks and rays keep continues. This project aims to promote immediate action or modifications on existing regulation both capture fisheries (limiting fishing gear/fishing quotas/etc) and management of the area (time closures/community-based surveillance/etc), where parallel with SCF Investment Strategies in order to prevent major loss that leads to extinction. Savu Sea Marine National Park located in East Nusa Tenggara, is a vital marine sanctuary in Indonesia, home for 21 types of whales, sharks, sea turtles, manta rays, and dugong, which cover ±3,500,000 hectare and playing an important role to overcome the effects of climate change, food security, and deep-sea management. However, based on the recent study the Savu Sea facing threats that could decrease sharks and rays abundance and biodiversity. Based on Misool Foundation findings on manta ray spatial ecology and population study in the Savu Sea in 2019, 31% manta ray preference habitat are overlapping with fishery activities. Nangalili region, part of Savu Sea MNP, found to be one of the hotspots for mobulids and sharks with high interaction on artisanal fisheries activities. It is suspected to be its main fishing ground whether as targeted, bycatch or valuable secondary catch, which then landed and sell in the local fish market. However, these threats are not documented well since artisanal fisheries are less supervised which impacted to lack of data availability especially on landing level and catching intensity on sharks and rays in Nangalili. In order to complete the previous study and enhance marine resource management within in the Savu Sea MNP, it is important to have a better understanding of their current status and its utilization. Printed On: 25 November 2019 SCF Small Grant Fall 2019 2 Sila Sari Reef Check Foundation Indonesia The focus on this project will reveal level interaction of artisanal fishery activities on mobulids and sharks catches in Nangalili to provide the emergence and daily catches data by onboard observations and land observations. On-board observations will provide data about fishing activity and land observations will give information about mobulids and sharks landed per vessel-gear. Tissue samples of the main mobulids and sharks specimens caught will be collected by on-board and land observes, processed and analyzed for DNA barcoding. Morphological identification of mobulids and sharks will be tested with barcode sequencing. We will also engage local fishermen by training them to take photos on mobulids and sharks catches they found and report to us regularly. By combining these data, we will be able to estimate the diversity and amount of mobulids and sharks that are fished in this study area as well as identify their level interaction from artisanal fishing activity. The information generated from this project could fill the gaps of sharks and rays data deficiency on existing data and give valuable insight for the marine park authority considering Savu Sea MNP is on monitoring and evaluation of marine park effectiveness on this year until 2020. Due to these crucial years, it is an opportunity and ideal time to scale-up sharks and rays management measures and develops its regional action plan in Savu Sea MNP by using this project finding as one of the variables. Nangalili located in East Nusa Tenggara Province of Indonesia, part of the biggest marine national park, Savu Sea, has specific oceanographic features such as upwelling zones and being major path of Indonesia Throughflow to and from the Pacific Ocean to the Indian Ocean (Molcard et al. 2001, Potemra et al. 2013). Thus impacted on ocean productivity in Savu Sea and producing abundant food resources for top predators such as cetaceans (Ningsih et al. 2013). As conservation effort to protect this marine sanctuary, 3,355,352,86 hectare of marine area is reserved to be Savu Sea Marine National Park in 2014. However, despite the conservation intervention has been made, sharks and rays preference habitat are exposed to pelagic fisheries activities and overlapping with fishing zone resulting in being captured incidentally. Nangalili which designated as fishing zone found to be one of the hotspots for mobulids and sharks with high interaction on artisanal fisheries activities and suspected to be its main fishing ground whether as targeted or bycatch, to be landed and sell in the local fish market. Yet, artisanal fisheries in Indonesia are still spared from fishing data records and surveillance, whereas the capture of sharks and mobulids keep continues. The same individual is also possible to appear in Komodo National Park, where mantas become non-extractive tourism attraction with economical benefit reach US$ 40,364 - US$ 92,382 per year in Komodo National Park (WWF Indonesia, 2017). The focus on this project will identify sharks and mobulids current status on its utilization in an artisanal fishery in Nangalili. We proposed to: (1) Conducting research to measure the level interaction of artisanal fisheries activity on its implication to sharks and mobulids catches whether as targeted or bycatch; (2) Support managers to fully accommodate sharks and mobulids aspect into fisheries policy and management within Savu Sea MNP. The project will be conducted from December 2019 until November 2020, also we will engage undergraduate students as the Internship from fisheries, marine science, or biology to participate in fieldwork through an open call, so they can enrich the experience and lesson learned to develop their marine conservation career ahead. Our core activities are (1) On-board observation, join daily fishing operation to record sharks and mobulids that caught by nets during the operation, assess nets soaking time that affects to greater potential on bycatch, the sex, size, and fishing location. Fisherman partner also will be equipped by camera and skills to photographed sharks and mobulids caught and report to us. Land observation will mapping any illegal fish landing in Nangalili and observing sharks and mobulids landed from fisherman per vessel-gear, include assess fishing location, fishing gear, sex, and size. The data will be analyzed using pivot in Excel and ArcGIS 10.3 to examine fishing location hotspot both bycatch or as targeted; (2) Tissue sample from the specimen will be collected on-board (n=50) and land observation (n=50) to proceed and analyzed for DNA barcoding. Sequences result are processed using MEGA5.0515. BLAST (Basic Local Alignment Search Tool) will be used for species identification and compared into Sequences database on Genbank (www.ncbi.nlm.nih.gov) as well as using phylogenetic tree; (3) Serial meeting with Savu Sea MNP’s managers will be conducted to updated current findings. At the end of the grant, mini-workshop will be held to inform the project’s final result and discuss recommendations to be considered on the Savu Sea monitoring and evaluation which held every 5year. Research agencies are open to promote their current findings within Savu Sea MNP on this event, in terms of providing valuable insight to evaluate framework including revitalizing the marine protected area zoning design. By providing science-based management recommendations through our findings, we aim to support the government in enhancing sharks and rays protection and capture-fisheries management to reducing its bycatch. We’ve been identified local fisherman community to be research partner to including us on their daily fishing operation. Previous collaboration with related partners such as Misool Foundation and National Marine Conservation Agency of Kupang East Nusa Tenggara also will benefit us on understanding the existing study and regulation as well as near-future plan within the Savu Sea. Periodic reports of project progress will be made to assess the implementation of activities that have been taken from what has been promoted. Interns will be given a back-office report every month to know their understanding of knowledge gained during the project.
