KSEI - Bank Mandiri Cooperation:
Facilitates Public’s Access to the Capital Market through the
Banking Network
Jakarta, September 1st, 2014 - Indonesian Central Securities Depository (KSEI) signed AKSes
(Acuan Kepemilikan Sekuritas/Securities Ownership Reference) Facility Co-Branding
Cooperation Agreement with PT Bank Mandiri (Persero) Tbk, on Monday (1/9) at the Main Hall
of Indonesia Stock Exchange Gallery, Jakarta to facilitate a convenient public access to the
capital market. The agreement was signed by the President Director of KSEI, Heri Sunaryadi,
and the Director of Treasury, Financial Institution & Special Asset Management of Bank
Mandiri, Royke Tumilaar, and witnessed by the Capital Market Chief Executive Officer of
Financial Services Authority (FSA), Nurhaida.
With the cooperation, Investors are able to use the e-channel network of Bank Mandiri in order
to use AKSes Facility and check the Client’s Funds Account (RDN) balance and client’s
securities balance in KSEI.
In the early stage, this cooperation will be initiated by the development of AKSes Facility
through ATM which is scheduled to be used in October 2014, followed by internet and mobile
banking network. To use the service, investors are simply required to register at Bank
Mandiri’s ATMs. Investors who already have an ATM card had is not required to replace ATM
card to use this service.
The President Director of KSEI, Heri Sunaryadi, stated that this collaboration is in line with
KSEI’s strategic initiatives related to the capital market infrastructure development plan for the
next five years which focuses on two targets: the market’s participants and general public as
investors.
For the capital market’s participants, currently KSEI is also developing a C-BEST Next-G
system as the primary system for the depository and settlement of securities transactions as
well as planning to build an integrated investment management system for the participants in
the mutual fund industry. Heri said that the Indonesia capital market is expected to expand
rapidly. Therefore, to anticipate developments in the international markets, such as the
ASEAN economic community, development strategies are needed that can answer the needs
of the market of an infrastructure that can efficiently support the upcoming growth.
Heri further revealed the need for infrastructure developments that can reach the remote areas
in Indonesia. Thus, it opens the opportunity for people to gain easy access to invest in the
capital market. With that, it is expected that domestic investor’s involvement in the capital
market will increase. Synergies with the banking industry are expected to be the solution since
the development of this infrastructure requires a significant investment and longer period of
time if done solely by the capital market industry.

"Working closely with the banking industry is our first step to develop AKSes Facility into a
financial hub for investors in the capital market. The wide coverage of bank ATMs’ networks,
equipped with other facilities such as the internet and mobile banking as well as its
comfortable usage, are expected to provide a convenient and easier access to investment
activities in the capital market. At this early stage, investors may access AKSes Facility to
check their RDN and securities balances in KSEI through ATMs, internet banking or mobile
banking. In the future, we will continue to develop the facility, so that by simply having Single
Investor Identification (SID) number, investors can do a variety of investment activities in the
capital market, for example to purchase IPO’s shares, ORI or Sukuk Retail or to mutual funds
subscription or redemption, "explained Heri.
Based on KSEI’s data, approximately 60% of the total value of securities traded on the Stock
Exchange is currently owned by foreign investors. In terms of number, today there are only
approximately 330 thousand Indonesian citizens who become investors in the capital market
and own a Securities Sub Account in KSEI, or less than 1% of the total 230 million Indonesian
populations.
The Director of Treasury, Financial Institution & Special Asset Management of Bank Mandiri,
Royke Tumilaar, explained that this partnership is expected to support the company's
business in the retail banking segment and meet the public needs for convenient transaction.
"We believe that the convenience and comfort in a variety of transactions through Bank
Mandiri’s network will be able to increase public interest in capital market transactions. This is
our commitment to support the development of the national capital market which is expected
to support the growth of the national economy," said Royke.
In addition to AKSes Facility co-branding partnership, Royke added, Bank Mandiri’s support
for the national capital markets industry has also been demonstrated with an integrated
service from the IPO until the settlement process. That is, by being the bank payment, RDN
administration bank, custodian bank, receiving bank, as well as providing trustee services.
"Bank Mandiri (through legacy) has been appointed as the Bank Payment of KSEI since 1995.
Bank Mandiri has also provided various facilities to support the settlement of capital markets
transactions, including intraday facility for KSEI, KPEI and Securities Companies," he
explained.

The Capital Market Chief Executive Officer of FSA, Nurhaida, who attended and witnessed the
signing of the cooperation between KSEI and Bank Mandiri, welcomes the cooperation. The
development of this cooperation which has been extended to e-channel is a concrete step to
support OJK in conducting financial market deepening program that covers all financial
industry, namely capital market, as well as banking and non-bank financial institutions. The
market deepening can be achieved by increasing the supply side, namely the number of
issuers and products, the demand side by increasing the number of investors, infrastructure
development as well as its supporting regulations. "FSA deeply appreciates KSEI’s concrete
steps through this cooperation with Bank Mandiri. Certainly, this will provide infrastructure for
the general public throughout Indonesia to gain easy access to the capital market. I hope other
banks currently in cooperation with KSEI can also follow Bank Mandiri’s footsteps," said
Nurhaida.

PT Kustodian Sentral Efek Indonesia (KSEI) didirikan di Jakarta pada tanggal
23 Desember 1997 dan memperoleh izin operasional sebagai Lembaga Penyimpanan dan
Penyelesaian (LPP) pada tanggal 11 November 1998. Dalam kelembagaan pasar modal di
Indonesia, KSEI merupakan salah satu Self Regulatory Organization (SRO), bersama dengan
PT Bursa Efek Indonesia (BEI) serta PT Kliring Penjaminanan Efek Indonesia (KPEI).
Berdasarkan ketentuan Undang-Undang Nomor 8 Tahun 1995 tentang Pasar Modal, KSEI
menjalankan fungsinya sebagai LPP di pasar modal Indonesia dengan menyediakan Jasa
Kustodian Sentral dan penyelesaian transaksi Efek yang teratur, wajar dan efisien.
Sejak Februari 2012, KSEI bersama dengan SRO lain telah menuntaskan implementasi
Single Investor Identification (SID), Rekening Dana Nasabah (RDN) dan Fasilitas AKSes
(Acuan Kepemilikan Sekuritas). Fasilitas AKSes merupakan perwujudan transparansi
informasi di pasar modal Indonesia yang telah diluncurkan KSEI sejak tahun 2009. Melalui
Fasilitas AKSes, investor dapat melakukan pemantauan aset investasinya yang tersimpan di
KSEI secara langsung. Sebagai alternatif untuk melakukan login, KSEI telah mengembangkan
aplikasi AKSes Mobile pada tahun 2012.
Berdasarkan data per Juli 2014, total Sub Rekening Efek yang tercatat di KSEI berjumlah
436.821 dari total 340.554 jumlah investor. Dari jumlah tersebut, 97% atau sejumlah 330.722
adalah investor lokal, dengan 326.278 (99%) diantaranya merupakan investor individu.
Sedangkan total investor yang telah melakukan login ke Fasilitas AKSes secara nasional
berjumlah 43.217 atau sekitar 13%.
