Abstract
This research is based by a number of librarians who has lacked competence in the world. In order to fulfill the
responsibilities of their job at the library librarian should have a certain standard of competence. Based on this
phenomenon, the researchers want to find out more competencies that possessed by the librarians. This study focuses
on the competence of librarians in the library of the State University based SKKNI in the library field. Based on SKKNI in
library field competence are devided into three aspect those are general competence, main competence dan special
competence. The aim of this research to discover librarian competence who works in state university in Surabaya. This
research is important in libraly filed in order to get librarian certificate. In this research researcher is using spread
questionnaire technique and little interview make the questions deeper that given to librarian with 28 respondents that
spreading at state university in Surabaya. The result of this research is describing competence from three aspects starts
from general competence, concluded that librarian competence are in accordance with SKKNI requirements in library
field, that is all librarian has knowledge and ability in operating computer in elementary level and proved by most of
librarian familiar with computer hardware component and it is also proved by 20 respondents who able to answer correctly
by stating Monitor, CPU and hardisk are components of computer with percentage 71.4 % from that data showing that
librarian has knowledge about computer in elementary level. Aspect of core competence is gained by librarian
competence are accomply enough with librarian requirements in library field but There are several aspects in it are still
not mastered by most librarians this is proved by library promotion aspect proved by 17 respondents that stated able to
give opinion for library promotion with precentage 60.7 % and from special competition side gained by librarian is not in
accordance with SKKNI requirements in librarian field because not all librarian performing all those aspects that contain in
special aspects. It is proved by making literature aspect secunder and tersier that is proved by only 8 respondents who
ever made secunder literature with precentage 28.6 %
