Siemens memperkuat bisnis turbin uap industri di Indonesia melalui sebuah kemitraan baru
Kerjasama strategis melalui joint venture dengan PT. Nusantara Turbin dan Propulsi, Indonesia
Siemens AG, Jerman dan PT. Nusantara Turbin dan Propulsi (NTP) menandatangani
perjanjian joint venture pembuatan turbin uap untuk industri untuk melayani pertumbuhan
pasar energi di Indonesia sebesar 6-7 persen setiap tahunnya. Selain untuk mendukung
berbagai macam industri, turbin uap tersebut juga diperuntukkan untuk pembangkit listrik
konvensional berbasis batu bara serta pembangkit listrik berbasis energi terbarukan seperti
panas bumi, biomass, limbah, dan panas matahari. Kementrian Perindustrian Republik
Indonesia yang telah secara aktif mendorong kerjasama ini sejak 2009 juga menyaksikan
acara penandatanganan antara kedua perusahaan. Siemens akan memegang 60% saham
dan NTP sisanya. Investasi gabungan dengan nilai berkisar 12 juta Euro. Pada tahap awal,
perusahaan ini akan menciptakan lapangan kerja bagi 100 orang dan menargetkan
kapasitas produksi minimal 40 unit turbin uap setiap tahunnya. Fasilitas produksi yang
berlokasi di Bandung, Jawa Barat akan mulai beroperasi pada Maret 2011.
“Siemens bermaksud untuk memperluas eksistensinya pada pasar energi yang berkembang di
Indonesia,” ungkap Dr. Markus Tacke, CEO of the Oil and Gas Division for Industrial Power of the
Energy Sector of Siemens AG, Germany. Kami melihat adanya potensi pasar yang besar untuk
turbin uap untuk mendukung program percepatan pengadaan listrik oleh pemerintah Indonesia
serta mendorong perkembangan berbagai sektor industri seperti gula, pupuk, minyak kelapa sawit,
semen, kilang minyak dan kimia. Bersama dengan NTP sebagai mitra baru, kami akan
membangun fasilitas produksi mutakhir untuk turbin uap industri. Dengan menggabungkan
pengalaman dalam sektor energi, kami menawarkan turbin uap industri dengan kehandalan dan
efisiensi tertinggi untuk mendukung proses pabrikasi para pelanggan kami."
Perjanjian tersebut juga mencakup alih tekonologi turbin uap industri serta memenuhi Peraturan
Kementrian Perindustrian Republik Indonesia dalam mencapai Tingkat Kandungan Dalam Negeri
(TKDN) sebesar 40%. Target pelanggan kami adalah PT. PLN (Persero) dan berbagai industri.
“NTP merasa bangga dapat menjadi bagian dalam peristiwa penting bagi dunia industri di
Indonesia melalui kerjasama dengan Siemens AG, Jerman. Siemens bukan hanya merupakan
sebuah merek yang diakui secara global dan mempunyai pangsa pasar terbesar di dunia untuk
turbin uap industri, namun Siemens juga bersedia untuk mengembangkan produksi turbin uap
hingga kapasitas 250 megawatt,” kata Supra Dekanto, Presiden Direktrur NTP.
Sejak tahun 2005, BPPT bersama NTP sudah mengembangkan turbin dengan kekuatan 450HP
dengan kapasitas 2-4 megawatt. Pelaksanaan produksi tersebut dilakukan bersama dengan
sejumlah industri kecil yang berlokasi di Bandung, Cikarang dan Jakarta. Dengan bertambahnya
jumlah kluster pada tiap tahunnya, pembinaan selalu dilakukan agar dapat memenuhi kualitas
yang dipersyaratkan. Program ini masih terus berlangsung dan pada 2010 dimana BPPT dan NTP
sedang merancang dan membuat turbin uap untuk keperluan geothermal dengan kapasitas 3
megawatt. Industri dalam negeri dan pemerintah sebaiknya melihat hal ini sebagai peluang untuk
dapat memicu terjadinya industrialisasi. Sehingga Indonesia bukan lagi hanya sebagai pengguna
akan tetapi sebagai industri. Impian ini akan menjadi kenyataan apabila semua potensi nasional
yang ada dipersatukan.
Joint venture yang baru terbentuk ini awalnya akan menghasilkan turbin uap untuk dua jenis yaitu
tipe Condensing dan tipe Back Pressure dengan kapasitas mulai dari 3 s/d 15 megawatt yang
diberi nama Siemens SST-140. Lebih dari 100 unit dari jenis turbin ini telah terpasang di beberapa
negara. Dalam rangka meningkatkan efisiensi dan nilai TKDN, desain beberapa bagian akan
diupgrade. Ada tiga unit yang telah berhasil beroperasi di Indonesia, yaitu di PT. Kaltim Methanol
Industri (KMI) di Bontang, Kalimantan Timur. Tipe turbin ini diharapkan dapat memenuhi standar
PLN dan pabrik-pabrik gula. Fitur turbin tipe ini mempunyai desain yang compact dan dalam satu
varian dimana kondensor terletak di plat dasar turbin uap, hal ini akan dapat mengurangi biaya
instalasi. Dimensi serta berat dari turbin uap ini relatif kecil sehingga dapat mengurangi biaya
pengiriman. Secara keseluruhan, hal ini akan berdampak pada total biaya pembangunan
pembangkit listrik tenaga uap.

Siemens strengthens industrial steam turbine business in Indonesia with new partnership
Strategic cooperation through a joint venture with PT. Nusantara Turbin dan Propulsi, Indonesia
Siemens AG and PT. Nusantara Turbin dan Propulsi (NTP) are signing a joint venture for the
manufacturing of industrial steam turbines to serve Indonesia’s growing energy market
growing at around 6-7 percent annually. In addition to supporting various industries, the
steam turbines will support the country’s conventional coal-fired power plants as well as
renewable power plants based on geothermal, biomass, waste and solar thermal. The
Indonesian Ministry of Industry, who had been actively encouraging this cooperation since
2009, is witnessing the signing ceremony between the two companies. Siemens will hold 60
percent of the shares and NTP the rest. The combined investment is approximately EUR12
million. In the initial phase, the new company will create jobs for 100 people and is targeting
a production capacity of at least 40 units of steam turbines annually. The production facility
is located in Bandung, West Java, Indonesia and will start operation in March 2011.

Germany. We see a huge potential in the steam turbine markets for domestic consumption to
support Indonesia’s aggressive acceleration program for electricity generation and development of
various industries, such as sugar; fertilizer, crude palm oil, cement, oil refinery and chemical.
Together with NTP as our partner, we will build up state-of-art production facility for industrial
steam turbine. With our combined experience within the energy sector, we will offer our customers
industrial steam turbines with highest reliability and efficiency to support their plant’s processes.”
The agreement also encompasses the transfer of technology for industrial steam turbines and to
comply with Indonesia Industrial Minister’s regulation on achieving 40 percent of Domestic
Component Level (Tingkat Komponen Dalam Negeri - TKDN). We envisage that our main
customers will be the state-owned power utility, PT. PLN (Persero) and the various industries.

brand and has the biggest market share for industrial steam turbines in the world, but Siemens is
also prepared to develop the manufacturing of steam turbines of up to 250MW capacity,” stated
Supra Dekanto, NTP’s President Director.
Since 2005, Indonesia’s Agency for the Assessment and Application of Technology (BPPT) and
NTP have started to develop turbines with 450HP, 2MW to 4MW capacity. The production was
jointly executed with a number of industries which also include small industries located in Bandung,
Cikarang, and Jakarta areas. The number of clusters continues to be added every year and
developed to meet the required quality. The program is still currently still ongoing and in 2010,
BPPT together with NTP design and produce steam turbines for geothermal demands of 3MW
capacity. Both domestic industry and the Government must see this as opportunity and trigger for
industrialization. Indonesia must no longer be considered as a user but rather as an industrialist.
This will soon become a reality if we join forces.
The newly formed joint venture company will initially be producing steam turbines for both
condensing and back pressure types with a capacity ranging from 3MW to 15MW called the
Siemens SST-140. More than 100 units of this particular steam turbine type have been installed in
several countries. In order to increase its efficiency and TKDN, design of some parts will be
upgraded. There are 3 units which have been successfully operating in Indonesia, including PT.
Kaltim Methanol Industri (KMI) in Bontang, East Kalimantan. This particular type is expected to
meet the standard of PLN and Sugar Factories. It has a compact design and in one variant, the
condenser is located at the base plate of the steam turbine – this will also reduce installation cost.
The dimension and weight of this particular steam turbine is relatively small so it can greatly reduce
logistic and shipping costs. The overall cost reduction will surely impact the total cost of building a
steam power plant.
