Ringkasan Informasi Teknik ini merangkum komunikasi dari pemerintah Australia kepada Sekretaris Jenderal IMO terkait pengenalan Persyaratan Terbaru Manajemen Air Balas yang mulai diberlakukan 16 Juni 2016. Informasi Australia menginformasikan Organisasi Maritim Internasional (IMO) melalui Sekretaris Jenderalnya bahwa mereka akan mengimplementasikan persyaratan Manajemen Air Balas melalui peraturan nasional Biosecurity Act 2015 dan akan berlaku efektif sejak 16 Juni 2016. Aturan tersebut memiliki bab khusus terkait air balas dan telah disusun untuk mengimplementasikan Konvensi Manajemen Air Balas (BWM Convention). Australia akan menerima penggunaan Sistem Manajemen Air balas yang telah mendapatkan Type Approval berdasarkan proses IMO. Segala dokumentasi dan sertifikasi yang diperlukan untuk menginformasikan bahwa terdapat instalasi BWMS di atas kapal harus disediakan bagi kapal – kapal asing untuk menghindari penundaan akibat penahanan / penolakan masuk ke area pelabuhan bagi kapal. Ballast Water Management Plan dan catatan pertukaran air balas juga harus tersedia. Sebagai tambahan, metode pertukaran air balas masih diizinkan hingga konvensi BWM telah berlaku secara Internasional dan penggunakaan metode tersebut menjadi tidak berlaku kembali oleh IMO. Persyaratan baru mengharuskan pertukaran air balas dilaksanakan diluar 12 nm dari daratan terdekat dan tidak diizinkan dalam radius 12 nm dari ujung terluar Great Barrier Reef atau bagian dari Torres Strait, sesuai definisi Regulation A-1.6 dari Annex Konvensi BWM. Information Australia is informing the International Maritime Organization through the Secretary General that they enforce the Ballast Water Management requirements through its Biosecurity Act 2015 and will commence effectively since 16 June 2016. The Act itself has a separate chapter on ballast water which has been drafted to implement the Ballast Water Management Convention. Australia will accept the use of Ballast Water Management Systems which is already being Type Approved according to the IMO process. A ballast water management certificate is needed as proof of successful installation of a BWMS to avoid any delay due to detention / refusal of entry for the ships. Ballast Water Management Plan and ballast exchange records shall also be available. In addition, Australia allows ballast water exchange until the BWM Convention has enter into force and the usage of an exchange method is being phased out by the IMO. The New requirements requires ballast water exchange to take place outside 12 nm from the nearest land and will not be permitted within 12 nm of the outer edge of the Great barrier Reef or part of the Torres Strait, as defined in Regulation A-1.6 of the Annex of the BWM Convention.
