Lembaga Penerbangan dan Antariksa Nasional Republ ik Indonesia
(LAPAN) dan Administrasi Antariksa Nasional Republik Rakyat Tiongkok (China
National Space Administration/CNSA) dan selaniutnya disebut scbagai Para
Pihak.
Mempertimbangkan Persetujuan antara Pemerintah Republik Indonesia
dan Pemerintah Republik Rakyat T1ongkok mengenai Kerja Sama Eksplorasi
dan Pemanfaatan Ruang Angkasa untuk Maksud Oamai yang ditandatangani
pada tanggal 2 Oktober 2013, didasarkan atas prinsip-prinsip persamaan, saling
menguntungkan, pemanfaatan untuk maksud damai dan kesejahteraan
bersama , yang dikomb1nasikan dengan program pengembangan ked1rgantaraan
di masing-masing Pihak. para Pihak sepakat untuk membuat "Garis Besar Kerja
Sama di bidang Kedirgantaraan 2015-2020 antara LAPAN dan CNSA"
selanjutnya disebut sebagai Garis Besar Kerja Sama Bidang-bidang dalam
Garis Besar Kerja Sama ini akan digunakan sebagai Panduan Aksi kerja sama
di bidang kedirgantaraan dari tahun 20 15 hingga 2020 _ Bidang-bidang kerja
sama ini secara rinci tertuang pada Garis Besar Kerja Sama sebagai Lampiran .
LAPAN dan CNSA adalah lembaga pemegang koordinasi dalam
implementasi Garis Besar kerja sama ini_ Para P1hak bertanggung jawab untuk
pengawasan dan koordinasi dalam pelaksanaan Garis Besar Kerja Sama. Untuk
bidang-bidang kerja sama spesifik yang dirujuk pada Lampiran Garis Besar
Kerja Sama ini, para Pihak akan melakukan negosiasi lebih lanjut dengan
lembaga-lembaga pelaksana terkait di masing-masing plhak guna merinci
syarat dan ketentuan dari kerja sama. Persetujuan atau kontrak komersial
harus mengikuti prosedur yang disepakati sebelum pelaksanaannya.
lsi dari Garis Besar Kerja Sama dapat diperbaharui dan bidang-bidang
kerja sama baru dapat ditambahkan sebagai bagian dari Garis Besar Kerja
Sama sesuai kesepakatan para Pihak dan dengan persetujuan Pertemuan
Komite Bersama atau pertukaran surat resmi antara para Ketua Komite
Bersama. lsi dari Garis Besar Kerja Sama juga akan dikaji setiap tahunnya
oleh para Pihak dengan mempertimbangkan kondisi yang terjadi selama
pelaksanaan Garis Besar Kerja Sama.
Dibuat dalam rangkap di Beijing pada tanggal 26 Maret 2015, dalam
bahasa Indonesia, Mandarin, dan lnggris. Seluruh naskah memiliki keaslian
yang sama. Dalam hal terjadi perbedaan penafsiran, naskah dalam bahasa
lnggris yang wajib berlaku.

2015-2020 AEROSPACE COOPERATION OUTLINE
BETWEEN
NATIONAL INSTITUTE OF AERONAUTICS AND SPACE
OF THE REPUBLIC OF INDONESIA
AND
CHINA NATIONAL SPACE ADMINISTRATION
OF THE PEOPLE'S REPUBLIC OF CHINA
National Institute of Aeronautics and Space of the Republic of Indonesia
(LAPAN) and China National Space Administration of the People's Republic of
C hina (CNSA) hereinafter referred to collect ively as the Parties
Considering the Agreement between the Government of the Republic of
Indonesia and the Government of the People's Republic of China on
Cooperation in the Exploration and Peaceful Use of Outer Space signed on
October 2, 2013, based on the principles of equality, mutual benefit, peaceful
uses and common prosperity, and by combining with the Parties' respective
aerospace development program. the Parties agreed to establish the "20152020 Aerospace Cooperation Outline between LAPAN and CNSA" (herei nafter
referred to as the Outline). The cooperation fields established
in
the Outline will
be an Action Guide of the aerospace cooperation in the aerospace field from
2015 to 2020. Details of referred fields are listed in the Ou tline as an Append ix.
LAPAN and CNSA are the leading agencies for the implementation of the
Outline. The Parties are responsible for the supervision and coordination of the
implementation of this Outline. Specific proiects referred to 1n the Appendix of
the Outline should be further negotiated by the relevant implementing entities of
the Parties in order to specify terms and conditions of the cooperation.
Agreements or commercia l contracts should follow the required procedures
before their implementation.
The contents of the Outline could be updated and new cooperation projects
could be added as part of the Outline by consensus of the Parties and with the
approval of the Joint Committee Meeting or through exchange of letter between
Chairmen of the Joint Committee. The content of the Outline will be reviewed
anually by the Parties to take into account circumstances during the
implementation of the Outline.
Done in duplicate in Beijing on March 26, 2015, in the Indonesian, Chinese
and English languages, all texts being equally authentic. In case of divergence
of interpretation of this Outline, the English text shall prevail.
