Negara yang direview di keseluruhan tulisan ini adalah negara yang tergabung dalam AOSIS (Alliance of Small Island States) yang merupakan salah satu organisasi antar pemerintah (Intergovernmental Association) dari dataran rendah pesisir (low-lying coastal) dan negara kepualaun kecil (small island countries). AOSIS didirikan pada tahun 1990, tujuan utama dari aliansi ini adalah untuk mengkonsolidasikan suara Small Island Developing States (SIDS) untuk mengatasi pemanasan global. AOSIS memiliki 42 anggota dan observer dari seluruh dunia, dimana 37 merupakan anggota PBB. Aliansi tersebut merupakan 28% dari negara-negara berkembang dan 20% dari total keanggotaan’s PBB. Tuvalu Saya pertama kali mendengar nama Tuvalu ketika mengikuti acara Konferensi Perubahan Iklim COP15 di Copenhagen, Denmark pada bulan Desember 2009. Pada konferensi tersebut, delegasi Tuvalu adalah salah satu delegasi yang paling bersuara keras terutama di tanggal 10 Desember 2009 ketika delegasi Tuvalu menuntut kenaikan suhu global harus dibatasi pada 1.5 derajat bukannya 2 derajat seperti yang diusulkan. “Tuvalu is one of the most vulnerable countries in the world to climate change, and our future rests on the outcome of this meeting.” –Ian Fry, Tuvalu’s negotiator in COP15 Climate Conference. (https://www.cia.gov/library/publications/the-worldfactbook/graphics/locator/au/tv_large_locator.gif) Map Negara Tuvalu (CIA) Tuvalu juga terkenal dengan nama Ellice Islands, Tuvalu sendiri berarti “delapan pulau yang berdiri bersama” dalam Bahasa Tuvalu karena negara ini terdiri dari 8 pulau yang terletak di Samudra Pasifik. Tuvalu dikelilingi oleh negara Kiribati, Nauru, Samoa dan Fiji dan berdasarkan perkiraan julah penduduk Juli 2010, Tuvalu dihuni sebanyak 10,472 orang (CIA World Fact Book) dan menjadikan Tuvalu sebagai negara dengan populasi penduduk terkecil ketiga di dunia setelah Vatican City dan Nauru. Kita bisa membayangkan bagaimana “menariknya” tinggal di Tuvalu. Saya sendiri belum pernah menginjakkan kaki di Tuvalu tetapi pernah bertemu dengan Gilliane Le Gallic yang merupakan pendiri dari organisasi Alofa Tuvalu (http://alofatuvalu.tv/). Gilliane mulai mendirikan organisasi ini setelah beberapa saat tinggal di Tuvalu dan merasakan kecintaanya akan negara kecil ini. Giliane bercerita bahwa Tuvalu adalah sebuah negara yang indah alamnya dan disamping itu, Tuvalu juga negara yang terancam akan dampak dari perubahan iklim. Adalah hal yang biasa ketika badai menerpa negara ini, air yang keluar dari tanah seperti yang dialami oleh daerah Sidoarjo dimana di Sidoarjo lumpur yang keluar dari tanah. Yang paling menarik mendengar tentang Tuvalu adalah ketika kita tidur dimanapun di daerah Tuvalu, maka deburan ombak akan menjadi musik penghibur di malam hari. Titik tertinggi di Tuvalu hanya sekitar 4.5 meter (15 kaki), ini berarti jika air laut naik 40 cm setiap tahunnya, maka dalam 100 tahun lagi Tuvalu akan hilang dari muka bumi atau jika air laut naik 80 cm setiap tahunnya, maka dalam 50 tahun lagi Tuvalu hanya akan tinggal sebuah nama. “We live in constant fear of the adverse impacts of climate change. Jika dalam jangka waktu 50 hingga 100 tahun ke depan kita terus membiarkan terjadinya perubahan iklim yang mengakibatkan naiknya permukaan air laut, maka Tuvalu bukan hanya satu-satunya negara yang terancam akan hilang dari muka bumi. Indonesia sendiri sebagai negara kepulauan yang memiliki lebih dari 17,000 pulau pasti juga akan terkena dampaknya. Jika Tuvalu hilang ini berarti air laut naik sebesar 4 meter, kita dapat menghitung berapa banyak kehidupan di pinggir pantai/laut yang akan hilang di kota-kota pinggir pantai Indonesia karena kebanyakan kota besar Indonesia berada di pinggir pantai, sebut saja Jakarta, Surabaya, Semarang, Padang, Makassar. After being locked out of the Bella center and shut out of the process, civil society used the moment to reaffirm their dedication to solving the climate crisis. The 2009 United Nations Climate Change Conference, commonly known as the Copenhagen Summit, was held at the Bella Center in Copenhagen, Denmark, between 7 December and 18 December. The conference included the 15th Conference of the Parties (COP 15) to the United Nations Framework Convention on Climate Change and the 5th Meeting of the Parties (MOP 5) to the Kyoto Protocol. According to the Bali Road Map (COP13) in 2007, a framework for climate change mitigation beyond 2012 was to be agreed there. For my self, this is my first time participate in UNFCCC event and based on information from European Youth Forum (my sponsor), there’s one more student that got selected to participate in this event. Her name is Dian and she’s studying in UK.
