STUDY OF LOGISTICS MANAGEMENT OF THE DRUGS IN THE LOCAL

Abstract
Management of the drugs is a series of activities regarding all aspects of planning, procurement,
storage, distribution, and removal of the drugs that are managed optimally to ensure the
achievement of the accuracy of the number and types of pharmaceuticals and medical devices, by
utilize the resources available such as personnel, fund, facilities and software (methods and
procedures) to achieve the set goals at all levels work unit. This study aimed to determine the
logistics management of drugs in the Local Government Clinic of Kolaka, Kolaka Regency in
2015. Type of this study was qualitative research by phenomenological approach used method of
collecting data through in-depth interview, observation, investigation of documents, and
documentation and the researcher as the main instrument of research. The results showed that
planning of the drug needs in the Local Government Clinic of Kolaka by the method of
consumption, morbidity or disease pattern. Procurement of the drugs needs in the Local
Government Clinic of Kolaka made in the form LPLPO then submitted to the Health Office of
Kolaka through the Pharmacy Installation of Kolaka according the rules set by the health office in
mechanisms of the drugs procurement. Storage processes of the drugs in the Local Government
Clinic of Kolaka was still many shortage, such as the arrangement of the rooms were not good. Air
circulation was not good, unavailability of the pallet so the drugs were stored directly on the floor,
there was no place of special storage in the form of cold chain for vaccines that require a certain
temperature, the flammable materials such as alcohol were not stored in the special room and there
was no extinguisher fire. Distribution mechanism has been done well and according to the way of
distribution of the drugs. In the case of removal of the drugs, the Local Government Clinic of
Kolaka only made the official report of removal and destruction of the drugs by copy of the
official report submitted to the Pharmacy Installation of Kolaka’s warehouse, the health office and

Abstrak
Pengelolaan obat merupakan suatu rangkaian kegiatan yang menyangkut aspek perencanaan,
pengadaan, penyimpanan, pendistribusian, dan penghapusan obat yang dikelola secara optimal
untuk menjamin tercapainya ketepatan jumlah dan jenis perbekalan farmasi dan alat kesehatan,
dengan memanfaatkan sumber-sumber yang tersedia seperti tenaga, dana, sarana dan perangkat
lunak (metoda dan tata laksana) dalam upaya mencapai tujuan yang ditetapkan diberbagai tingkat
unit kerja. Penelitian ini bertujuan untuk mengetahui manajemen logistik obat di Puskesmas
Kolaka Kabupaten Kolaka tahun 2015. Jenis penelitian ini adalah penelitian kualitatif dengan
pendekatan fenomenologis menggunakan metode pengumpulan data melalui wawancara
mendalam, observasi, pemeriksaan dokumen, dan dokumentasi dengan peneliti berperan sebagai
instrumen utama penelitian. Hasil penelitian menunjukkan bahwa Perencanaan kebutuhan obat di
Puskesmas Kolaka dengan metode konsumsi, morbiditas atau pola penyakit. Pengadaan kebutuhan
obat di Puskesmas Kolaka dibuat dalam bentuk LPLPO, kemudian diserahkan ke Dinas Kesehatan
Kabupaten Kolaka melalui Instalasi Farmasi Kabupaten Kolaka sesuai dengan peraturan yang
telah ditetapkan oleh Dinas Kesehatan dalam mekanisme pengadaan obat. Proses penyimpanan
obat di Puskesmas Kolaka masih banyak kekurangan, diantaranya yaitu pengaturan tata ruangan
yang kurang baik. Sirkulasi udara yang kurang baik, tidak tersedianya pallet sehingga obat
disimpan langsung diatas lantai, tidak tersedia tempat penyimpanan khusus berupa cold chain
untuk vaksin yang membutuhkan suhu tertentu, bahan-bahan yang mudah terbakar seperti alkohol
tidak disimpan diruangan khusus dan tidak terdapat alat pemadam kebakaran. Mekanisme
pendistribusian sudah dilakukan dengan baik dan sesuai tata cara pendistribusian obat. Dalam hal
penghapusan obat Puskesmas Kolaka hanya membuat berita acara penghapusan dan pemusnahan
obat yang tembusannya ke gudang IFK, Dinas Kesehatan, dan BPOM.
