Rumusan masalah pada penelitan ini adalah; 1) Apakah penerapan model pembelajaran pemecahan masalah (problem solving) pada Lembaga-Lembaga Negara dapat meningkatkan hasil belajar PKn siswa kelas IV SD Negeri 14 Tongkuno Kota Kendari?, 2) Apakah penerapan model pembelajaran pemecahan masalah (problem solving) pada Lembaga-Lembaga Negara dapat meningkatkan aktivitas belajar siswa kelas VI SD Negeri 14 Tongkuno?, 3) Apakah penerapan model pembelajaran pemecahan masalah (problem solving) pada Lembaga-Lembaga Negara dapat meningkatkan aktivitas mengajar guru kelas VI SD Negeri 14 Tongkuno?. Tujuan penelitian adalah; 1) Untuk meningkatkan hasil belajar PKn siswa pada LembagaLembaga Negara melalui penerapan model pembelajaran problem solving di kelas VI SD Negeri 14 Tongkuno, 2) Untuk meningkatkan aktivitas mengajar guru pada Lembaga-Lembaga Negara melalui penerapan model pembelajaran problem solving di kelas VI SD Negeri 14 Tongkuno, 3) Untuk meningkatkan aktivitas belajar siswa pada Lembaga-Lembaga Negara melalui penerapan model pembelajaran problem solving kelas VI SD Negeri 14 Tongkuno. Jenis penelitian ini adalah penelitian tindakan kelas. Data penelitian ini diperoleh dari guru yaitu keterlaksanaan skenario pembelajaran dan siswa yang diambil dari tes hasil belajar untuk melihat keberhasilan belajar siswa setelah penerapan model pembelajaran pemecahan masalah (problem solving. Prosedur penelitian ini terdiri dari (1) perencanaan, (2) pelaksanaan tindakan, (3) observasi dan evaluasi, dan (4) refleksi. Berdasarkan hasil analisis dan pembahasan, menunjukkan bahwa hasil tes siklus I menunjukkan bahwa 10 dari 16 siswa kelas VI telah mencapai nilai ≥ 70 dengan persentase ketuntasan 62,5% dan nilai rata-rata kelas 68,1. Pada siklus II persentase ketuntasan 93,7% dengan nilai rata-rata 78,6. Disimpulkan bahwa 1) penerapan model pembelajaran problem solving dapat meningkatkan hasil belajar PKn siswa materi lembaga-lembaga Negara di kelas VI SD Negeri 14 Tongkuno, 2) penerapan model pembelajaran problem solving dapat meningkatkan akivitas belajar siswa kelas VI SD Negeri 14 Tongkuno, 3) penerapan model pembelajaran problem solving dapat meningkatkan akivitas mengajar guru kelas IV SD Negeri 14 Tongkuno. The research objective is; 1) To improve learning outcomes Civics students at the Institutions of the State through the application of learning models problem solving in class VI Elementary School 14 Tongkuno, 2) To improve the teaching activities of teachers in the Institutions of the State through the application of learning models problem solving in class VI Elementary School 14 Tongkuno, 3) To enhance the students' learning activities in the Institutions of the State through the application of learning models problem solving sixth grade elementary school 14 Tongkuno. This research is a classroom action research. The research data was obtained from teachers, keterlaksanaan learning scenarios and students drawn from the test results of learning to see the success of student learning after learning model application problem solving (problem solving. The procedure of this study consisted of (1) planning, (2) action, ( 3) observation and evaluation, and (4) reflection. Based on the analysis and discussion, indicate that the first cycle test results showed that 10 of 16 students of class VI has reached a value ≥ 70 with the percentage of completeness of 62.5% and the average value of grade 68.1. In the second cycle the percentage of completeness of 93.7% with an average value of 78.6. It is concluded that 1) the application of the learning model of problem solving can improve learning outcomes Civics students matter of state institutions in the sixth grade of SD Negeri 14 Tongkuno, 2) application of the teaching model of problem solving can improve the activity of students of class VI Elementary School 14 Tongkuno, 3) implementation problem solving learning model can improve the activity of teachers teaching fourth grade elementary school 14 Tongkuno.
