G. New and Renewable Energy Power Plants Opportunity
RUPTL telah merencanakan pengembangan EBT diantaranya
adalah pembangkit tenaga air skala besar, menengah dan
kecil serta EBT skala kecil tersebar berupa Pembangkit Listrik
Tenaga Surya (PLTS), PLT Bayu, biomasa, biofuel dan gasifikasi
batubara (energi baru). PLN juga mendorong penelitian dan
pengembangan EBT lain seperti thermal solar power, arus laut,
OTEC (ocean thermal energy conversion) dan fuel cell.
The RUPTL plans EBT development including large-scale,
medium-scale and small-scale hydropowers as well as smallscale distributed EBT in form of Solar Power Plant (PLTS),
Wind Power Plant, biomass, biofuels and coal gasification (new
energy). PLN also encourages research and development of
other EBT such as thermal solar power, ocean current, OTEC
(ocean thermal energy conversion) and fuel cell.
PLN telah menyusun rencana pengembangan EBT tersebar
sebagai berikut:
PLN prepared EBT development plan as follows:
1. Pembangkit Listrik Tenaga Mini/Mikro Hidro (PLTMH): PLN
mendorong pengembangan PLTMH terutama oleh swasta
atau masyarakat untuk melistriki kebutuhan setempat dan
juga untuk disalurkan ke grid atau sistem kelistrikan PLN;
2. Pembangkit Listrik Tenaga Bayu (PLTB): Karena potensi
energi angin di Indonesia sangat terbatas, maka
pengembangannya akan terbatas di daerah yang memiliki
potensi;
3. Biomassa: PLN bermaksud untuk membangun pembangkit
listrik tenaga biomassa apabila PLN dapat mempunyai
kendali atas pasokan biomassanya. Karena itu PLN sedang
menjalin kerja sama dengan beberapa pemerintah
kabupaten untuk merintis industri biomasa;
4. Energi kelautan: Walaupun potensi energi kelautan
diduga sangat besar, namun mengingat teknologi dan
keekonomiannya masih belum diketahui, PLN baru akan
melakukan uji coba skala kecil sebagai proyek penelitian
dan pengembangan;
5. Biofuel: Tergantung kepada kesiapan pasar biofuel, PLN
siap untuk memanfaatkan biofuel apabila tersedia;
6. PLTS: PLN akan mengembangkan program PLTS di 1.000
lokasi/pulau terutama di wilayah yang terluar maupun yang
terisolasi untuk mempercepat rasio elektrifikasi.
1. Mini/Micro Hydro Power Plant (PLTMH): PLN encourages
development of PLTMH especially by private or public to
provide electricity for local needs and also to be distributed
to grid or PLN electricity systems;
2. Wind power plant (PLTB): Because the potential of wind
energy in Indonesia is very limited, the development will be
limited to areas that have the potential;
3. Biomass: PLN intends to build biomass power plant if
PLN has control over the supply of biomass. Therefore
PLN is cooperating with several regential governments for
biomass industry pioneers;
4. Marine Energy: Despite the potential of marine energy is
supposedly very large, but given the technology and the
economics are still unknown, PLN will conduct small-scale
trials as research and development projects;
5. Biofuels: Depending on readiness of biofuels market, PLN
is ready to take advantage of biofuels whenever available;
6. PLTS: PLN will develop PLTS program on 1,000 locations/
islands, especially in the outer and isolated areas to
accelerate electrification ratio.
In line with the Government’s policy to be more optimal in
utilizing new and renewable energy (EBT) as defined in the
Presidential Regulatio No. 4 of 2010 concerning assignment
of the Government to PLN to accelerate construction of
power plants using renewable energy, coal and gas as
well as Regulation of the Minister of Energy and Mineral
Resources No. 02/2010 jo Regulation of the Minister of
Energy and Mineral Resources No. 15/2010 jo Regulation of
the Minister of Energy and Mineral Resources No. 01/2012 jo
Regulation of the Minister of Energy and Mineral Resources
No. 21/2013, PLN will prioritize development of geothermal
energy and hydropower. Both types of new energy can enter
into the power system whenever they are ready, although by
considering demand and plan of other additional power plants.

Terbarukan
Sejalan dengan kebijakan Pemerintah untuk lebih optimal
lagi dalam memanfaatkan energi baru dan terbarukan (EBT)
sebagaimana dimaksud dalam Peraturan Presiden Nomor 4
Tahun 2010 mengenai penugasan Pemerintah kepada PLN
untuk melakukan percepatan pembangunan pembangkit
tenaga listrik dengan menggunakan energi terbarukan,
batubara dan gas serta Peraturan Menteri Energi dan Sumber
Daya Mineral No. 02/2010 jo Peraturan Menteri ESDM No.
15/2010 jo Peraturan Menteri ESDM No. 01/2012 jo Peraturan
Menteri ESDM No. 21/2013, maka PLN akan memprioritaskan
pengembangan panas bumi dan tenaga air. Kedua jenis
energi baru ini dapat masuk ke sistem tenaga listrik kapan
saja mereka siap, walaupun dengan tetap memperhatikan
kebutuhan demand dan adanya rencana pembangkit yang lain.
