Low quality of agricultural products due to minimum GHP low price and, thus, farmer income. PRIORITY ACTIVITIES: Reduction of losses during harvesting and processing of rice through better equipments for harvesting and rice processing. Increasing quality of corn grain through better storage facilities. Increasing quality of horticulture produce through better grading, packaging, and storaging facilities (GHP) Increasing quality of cocoa bean (and fermented-cocoa bean) trough better facilities and incentives (certification). Rural Agroindustry Development ISSUES: Increasing added-value of some agricultural products for better farmer income generation and rural job creation. PRIORITY ACTIVITIES: Development of processing starch-based (local wheat, tuber crops) local food. Development of bio-fuel processing in scarcely-energy rural areas. Development of integrated agroindustry of some high value tree crops (coconut, cocoa, palm oil). Development of quality-based cow-milk processing. Marketing Development ISSUES: Increasing bargaining position & market access for farmers. PRIORITY ACTIVITIES: Development of quality-based Farm-Gate Marketing System of some horticulture products (vegetables, manggo, orange, mangosteen). Development of farmer’s group-industry partnership in FarmGate Marketing System of some high value crops (cocoa, coconut, cashew nut, medicinal plants). Development of modern and hygienic integrated livestock market-slaughter house. Some study on trade policies (tariff, non-tariff).
