CHAPTER 1
PRELIMINARY
1.1.
BACKGROUND
To address the growing need for electricity, the government opens opportunities
for all parties, including local and private governments, to participate in the
development of the electricity power sector. Soaring world oil prices while the
availability of domestic reserves is running low, the Government then accelerates
the achievement of new and renewable energy utilization rates in energy mix for
power supply by encouraging the utilization of water energy for power generation.
Electrical energy generated by both PLN and IPP power plants is attempted to be
integrated into one transmission network before the energy reaches the
customer/consumer. So the transmission system needs to be protected from
adverse effects that can disrupt the system.
1.2.
OBJECTIVE
This Interconnection Study intends to fulfill the requirements of the PJBL process
to conduct a 3 x 38 MW Siborpa Hydro Electric Power Interconection Study to a
150 kV PLN Transmission System PLN of North Sumatera, with a view to check
the feasibility of hydroelectric interconnection and to examine whether there are
negative impacts and steps solutions to overcome these impacts as outlined in
detail at the end of this study is the interconnection facility. This interconnection
study is an initial information to PLN in conducting Operation Feasibility Study
(Kajian Kelayakan Operasi) and Financial Feasibility Study (Kajian Kelayakan
Finansial) and Risk Analysis (Analisa Resiko).
1.3.
SCOPE OF WORKS
The scope of this works are:
1. Interconnection Feasibility
2. Transmission Impact Assesment
3. Interconnection Facility

1.4.
REPORTS
Reports of this study include:
1. Interconnection Feasibility Report
Intercoonnection feasibility report includes the purposes, objectives and
methodology of the study and survey data to identify potential impacts of the
Siborpa hydroelectric interconnection that could harm the PLN transmission
system of North Sumatra Region.
2. Transmission Impact Assesment Report
Transmission impact assesment study report is a study report based on the
results of a interconnection feasibility report with a focus on the potential
adverse effects of the identified system, and applying the proposed
transmission system modification resulting from mitigation of impacts that
occur.
3. Interconnection Facility Report
Interconnection facility report is a study report conducted based on the
transmission impact assesment report with focus on determining cost
estimates, connection design and equipment needed to complete the Siborpa
hydroelectric interconnection.
